Project Synopsis

The DLA FYP collaboration with Urban Redevelopment Authority (URA) envisioned a sustainable and integrated communal public space network for and within the proposed new town built on the current Paya Lebar Airbase (PLAB) which will be relocated in 2030. Hence, the removal of building height restrictions will lead to land intensification and redevelopment proposal that will result in the creation of 60,000 to 80,000 new homes, parks, schools and community facilities. The site has a total land area of 690 ha (6.9 sq. km.).

The FYP group project is a Master Landscape proposal consisting of green public spaces that weaves the development plots together and celebrate the aviation heritage. These landscape spaces are connected by the Runway Boulevard, a pedestrianized 24/7 public thoroughfare with integrated use developments lining both sides. The proposal includes introduction of sustainable transportation that integrates with the Emerald Necklace and/or Runway Boulevard in order to enhance the living environment, connectivity and the sustainability of the town. A refined design for a 250m-segment of the Runway Boulevard and landscape design details is developed for the individual project. The aim is to interpret the group’s master landscape concept & urban design intention, enhance, and articulate the landscape character of the sub-zone. The final design shall express the manifestation of the design concept, integration and application of various framework in context with the Runway Boulevard - PLAB New Town, particularly the connectivity to public space-green network.
